Moodle and the Open edX® platform are consistently named among the most widely deployed open-source learning management systems in the world. Where does Moodle come from?

Moodle was created in 2002 by Martin Dougiamas and is the most widely deployed LMS in the world by installation count, with registered sites reported across more than 240 countries. Moodle holds the leading position in market share among LMS platforms tracked in industry crawls, with tens of thousands of active institution-owned domains and a global registered user base in the hundreds of millions across roughly 150,000 sites. 

Moodle is written in PHP, runs on MySQL/MariaDB or PostgreSQL, and is distributed under the GNU GPL v3 license. Development is coordinated by Moodle HQ (legally Moodle Pty Ltd), an Australian company and certified B Corporation, which is financially supported by a global network of over 100 certified Moodle Partner companies and by revenue from MoodleCloud, Moodle's official hosting service.

Where does the Open edX® LMS come from?

The Open edX® platform was born in 2012 as a joint initiative between Harvard University and MIT. It powers edX.org (now owned by 2U), serves over 60 million learners globally, and is maintained by a worldwide open-source community through the Axim Collaborative. The platform is fully open-source under the AGPL license: any organization can download, deploy, modify, and extend it without paying a licensing fee. You own your instance. You own your data. You own your roadmap.

Both platforms qualify as free and open-source software: the source code is publicly available, self-hosting requires no license fee, and organizations can modify the codebase to their needs. The difference lies in what each was originally built to do.

The Open edX® platform was designed from the outset for large-scale, self-paced, video-centric online course delivery at MOOC scale.

What are the differences between Moodle and the Open edX® LMS?

This is a distinction that often gets lost in feature comparisons, but it matters for long-term planning.

Moodle's open-source code is free, but the project itself is coordinated by a single commercial entity, Moodle HQ, which owns the Moodle trademark, certifies Moodle Partners, and sets the core development roadmap. Moodle HQ's revenue comes from partner royalties and MoodleCloud subscriptions. This gives Moodle a stable, centrally coordinated release cycle, but it also means the roadmap ultimately runs through one company's priorities, even though anyone remains free to self-host and modify the code independently of that company.

The governance of the Open edX® platform project runs through the Axim Collaborative, a nonprofit whose mission is specifically to steward the platform on behalf of the contributing community rather than to generate commercial revenue from it. Core development work is distributed across universities, independent contributors, and a network of Open edX® platform service providers, with public working groups and community-wide sprints feeding into each biannual release.

In practice, both models produce actively maintained software. The difference is whether platform stewardship sits with a for-profit company that also sells hosting and partner certification (Moodle), or with a nonprofit collaborative funded independently of any single commercial hosting arrangement (Open edX® platform).

Data Sovereignty and Hosting Options

Both platforms can be deployed the same way: on infrastructure the institution fully controls, whether on-premises servers, a private cloud account, or a chosen jurisdiction. Because both are self-hostable under their respective open-source licenses, neither platform structurally requires an organization's data to leave its own infrastructure.

How does the hosting of Moodle or the Open edX® LMS work?

Where the two diverge is in the managed hosting options available directly from the project itself:

  • Moodle offers an official managed option, MoodleCloud, operated by Moodle HQ, alongside self-hosting and Moodle Workplace (Moodle's enterprise product, sold through Moodle Partners with custom pricing). MoodleCloud is a straightforward path for organizations that want Moodle without operating their own servers, at the cost of moving to a vendor-managed, multi-tenant environment.
  • Open edX® platform has no equivalent first-party SaaS offering. Managed Open edX® platform hosting is provided by third-party Open edX® platform service providers, each running dedicated (typically single-tenant) infrastructure for their clients rather than a shared platform-operator cloud.

For institutions with strict data residency or GDPR-related requirements, both platforms can be self-hosted entirely within a chosen country or private cloud. The practical difference is that Moodle additionally offers a first-party multi-tenant SaaS shortcut (MoodleCloud), while Open edX® platform deployments - managed or self-hosted - are typically dedicated per organization by design.

Why choose Moodle instead of another LMS?

Moodle's extensibility is built on a mature plugin architecture. Thousands of community and commercial plugins exist for activities, question types, themes, authentication, reports, and integrations, and Moodle's PHP codebase has two decades of accumulated tooling and documentation behind it. This makes Moodle well suited to institutions that need to add discrete features - a new activity type, a plagiarism checker, a specific gradebook report - onto an already comprehensive core feature set.

Why choose Open edX instead of another LMS?

Open edX® platform's extensibility is built on the XBlock architecture and a micro-frontend (MFE) frontend layer. XBlocks let developers build entirely new interactive course components - simulations, custom assessments, adaptive content - as modular units without forking the platform core. Because the frontend is decoupled through MFEs, institutions can also restyle or replace individual user-facing sections (the learner dashboard, course outline page, etc.) independently of the backend. This architecture is oriented toward organizations that want to reshape the learner-facing experience itself, including white-labeling, custom enrollment flows, and integrated e-commerce for selling course access.

Both approaches require development capacity, either in-house or through a service provider, to go beyond default configuration. Moodle's plugin ecosystem is broader and older; Open edX® platform's XBlock/MFE architecture is more oriented toward rebuilding the experience rather than adding onto it.

This is where the platforms differ most in day-to-day practice, independent of any technical comparison.

What makes Moodle the best fit?

Moodle is built around the traditional course-and-gradebook model: instructor-led classes, assignments, quizzes, forums, and a central gradebook, with strong support for blended and classroom-based teaching as well as corporate compliance training. Its feature depth in assessment types, reporting, and administrative workflows reflects two decades of use across K-12, higher education, and corporate L&D.

What makes the Open edX LMS the best fit?

Open edX® platform is built around self-paced, video-centric, cohort-based course delivery at scale - the model popularized by MOOCs. It includes native support for structured course sequences with embedded video, auto-graded problems, discussion forums per cohort, certificates, and built-in e-commerce for paid course enrollment. It is a common choice for organizations building a public-facing course catalog, a corporate training academy sold to external learners, or large open online courses.

Neither model prevents the other type of use case entirely - Moodle can support self-paced content, and Open edX® platform can support small scale instructor-led courses.

Does Moodle support AI?

Moodle introduced a formal AI subsystem starting with Moodle 4.5 (October 2024), providing a framework for AI-assisted content generation and other AI-driven features within core Moodle. As of 2026, this subsystem is still relatively early-stage and is best treated as an active development area rather than a fully mature, feature-complete differentiator.

Conclusion

Neither platform is categorically "better". Each was designed around a different course delivery model and a different governance philosophy. Moodle offers the broadest ecosystem, the most mature plugin library, and a published SaaS pricing path via MoodleCloud, making it a well-trodden choice for classroom-based and blended learning at any scale.
